December 2009

Due to the implementation of the Energy Efficiency from 1 January 2010 will be mandatory in Tasmania.  The AIBS would like to thank the members of BDAT for attending the joint event. The feedback has been really positive and the interaction between the two groups was most benificial. It is great to see members from both organisations working together so well and removing problems or potential issues before they develop. It was also a great opportunity to see how some firms are using technology to stream line there processing.

Department of Justice Workplace Workplace Standards Tasmania Building Controls Branch have issued the attached Building Regulation Advisory Note 02/09. Compliance of structural plywood with the BCA and Australian Standards. This has been recognised by the Australian Government as a compliance issue and consequently as a state and territory responsibility. This raises the issue of whether in cases like this that a National Advisory Note  from ABCB might be more effective and the views of other Building Codes Committee members and asked that it be an agenda item at the July BCC meeting.

Insurance Orders put on hold by Workplace Standards.
download  Tasmanian Industry and consumer shave already seen the demise of mandatory Housing Indemnity Insurance and if successful, the very limited consumer protection will be further eroded and this move would create an unfair commercial advantage and needs urgent review by industry.

Review of Accreditation of Building Practitioners

There are currently two reviews in progress at present, one by a Legislative Council Select Committee and the second by the Director of Building Control.

The Legislative Council has reconvened its review into the accreditation of building practitioners which was suspended after the then Deputy Premier and a former Director of the Tasmanian Compliance Corporation (TCC) were formally charged and legal proceedings announced. The TAS Chapter was invited to make a revised submission in relation to the current accreditation system. Our submission was lodged on 16 May 2008.

The Director of Building Control has issued a revised accreditation scheme for Tasmanian building practitioners with the intention to introduce a revised accreditation scheme on 01 July 2008. The TAS Chapter is currently formulating a response to this proposed scheme.

Mandatory Housing Indemnity Insurance Scrapped

The government announced back in January 2008 that it intended to remove the mandatory; this is likely to happen before the end of the year. The AIBS has a number of concerns including the lack of industry consultation before the government made its decision. A four person AIBS delegation met with the responsible minister, David Llewellyn, on 30 April 2008 and requested that the government delay making the introduction until the new disputes resolution process was ready so that both could be introduced at the same time. Attached is a copy of our submission and a briefing paper issued to members after the meeting. Member Briefing        Submission

Issues paper written by Mick Galloway AIBS - Tasmanian Chapter: In reference to the use of Polystyrene Cladding Systems. He raises some very valid questions to be considered during the permit consideration & inspection processes . This should be something that all members should be aware of, in light of the increasing use of Alternative Solutions. Polystyrene Cladding
