WA Government playing with fire |
The National President of the Australian Institute of Building Surveyors (AIBS), Mr Terry Bush, said that “the recent tragedy of the bush fires in Western Australia are again a reminder that the minimum standards applied under the Building Code of Australia are important to the ability of buildings to perform in bush fires.”
Australian Standard AS 3959 sets out the minimum requirements for designing and building in bushfire areas. The issue is that in many states it is dependent on the local government to declare areas to be bush fire areas. If this is not done then the standard does not apply and cannot be enforced.
In Western Australia there have been three major bush fires over the past three years where a number of houses have been lost. In each case the local authority had not declared the areas to be Bush Fire Zones, therefore minimum standards for bushfire buildings had not been applied. “It is time the government of Western Australia considered the protection of the community and not the political repercussions of the electorate and declared Western Australia a bush fire zone”, Mr Bush said.
“By doing this then the community would have more certainty that the design of the buildings and building elements would provide a higher level of resistance to bushfires. Victoria and other states have gone down this road to no detrimental effect, yet in Western Australia politics blur the vision of community safety and eventually there will be loss of life, as well as buildings and it will be too late then to say we should have done something”.
“There are no areas outside of town sites and urban development that are not affected by bushlands of some sort; therefore there is justification for the Government to apply a bushfire zone over the whole state.”
The Australian Institute of Building Surveyors (AIBS) is recognised nationally and internationally as the peak professional body representing Building Surveyors in Australia. They are a membership body with over 40 years of experience that serve the community and the building surveying profession locally and nationally throughout Australia.
